Spain tackles illegal content

PROTEGELES has helped dramatically reduce illegal content in Spain by working together with the police and Internet service providers (ISPs).
PROTEGELES’ main goal is to simplify the work of the law enforcement agencies.  It employs experts to review content.  It therefore ensures that material sent to the police has been identified as liable for legal action.

It also shares information with INHOPE, an international network of hotlines. The work with the other INHOPE hotlines has proven to be extremely fruitful and efficient.

Furthermore, PROTEGELES has also been working closely with the Internet Service Providers in Spain. In 2002, TERRA, the main Spanish ISP was responsible for hosting large amounts of child pornography on its servers due to the lack of security in its personal pages.

After long negotiations with PROTEGELES, TERRA:

  • has revised the contents of all its personal pages in order to report and eliminate those with illegal content.
  • no longer hosts personal pages free of charge.  A symbolic amount of money and a valid email address is now required.
  • measures bandwidth in order to detect pages with an excessive amount of viewed images.
  • no longer permits access from foreign proxies.
  • has created an internal "hotline" which is linked to PROTEGELES.  PROTEGELES then processes the reports and sends material identified as child pornography to law enforcement agencies.

As a result, the amount of child pornography hosted in Spain has been reduced tremendously. Awareness actions dealing with Internet safety should systematically dedicate part of their efforts to promoting the work of the hotlines and informing users of the importance of reporting illegal content to these organisations.
