Bulgaria has being participating in the Safer Internet Programme since 2005. A national Safer Internet Hotline was set up by the non-governmental Applied Research and Communications Fund (ARC Fund) in May 2006. Until 2008 the hotline was also functioning as a de facto awareness node by producing and disseminating information materials, and organising various promotion events and campaigns.
Since October 2007, the Bulgarian Hotline is a full member of INHOPE. At the beginning of 2006, a Public Council for Safer Internet was set up as a consultative body involving representatives of more than 20 stakeholders. On the part of the government the Ministry of Education, the Ministry of Interior, the State Agency for Child Protection, and the State Agency for Information Technologies and Communications are members of the Public Council, which is chaired by a representative of the Parliamentary Committee for Children, Youth and Sports.

From September 1st 2008, a combined Hotline / Awareness node has been set up under the Safer Internet plus Programme. ARC Fund is co-ordinating the combined node in a consortium with two non-governmental organizations – the Parent Association (Roditeli) and Bulgarian Federation for Electronic Sports, and together with DeConi advertising agency.

The main goal of the combined node is to raise the Bulgarian public’s awareness and the visibility of the Safer Internet Hotline and thus enhance the impact of its activities.
